Building Capacity for Holistic Development in Indonesia

Project Profile       

 

As part of the Heifer Indonesia expansion plan, this three-year project will strengthen the capacity of 55 potential and 57 existing project partners and Heifer Indonesia staff to implement values-based community development projects. Project partners and all Heifer staff will be trained in: values-based holistic community development (VBHCD); Cornerstones, leadership; management and saving/credit programs for self help groups; and monitoring and evaluation.

Background and History of Project Holder/Partner

 

Heifer International Indonesia began work in 1982 by providing support for various livestock based livelihood empowerment projects for the rural poor. Heifer International Indonesia developed partnerships with local organizations, which provided social mobilization to the communities. The country office was established in 1997, with a focus on Sumatra Island. The island has a population of 50 million in ten provinces. Heifer Indonesia was legally registered as a branch of an international NGO after signing the Memorandum of Understanding between the Ministry of Agriculture and Heifer International in December 2003.

 

Heifer International Indonesia is committed to values based planning and development. It uses a holistic development approach in its program. This means that the support given to communities through livestock resources, horticulture and trainings will be holistic. The internalization of Heifer’s Cornerstones for Just and Sustainable Development help reinforce this holistic development approach. The past and current projects focused on group development and health and income improvement.

 

The support provided to communities includes livestock such as goats, cattle, water buffalo, bees, swine, sheep, fish, chickens, ducks, quail, and pigs. In addition, the program focuses on empowerment of small farmers and farmers groups through trainings and education.

 

Local Conditions and Opportunities for Assistance

 

NGOs have been recognized as sector that effectively contributes to poverty alleviation in Indonesia. Therefore, to implement projects (sub-projects) Heifer Indonesia has been in partnership with Local NGOs. During the period of 2001-2006, Heifer Indonesia has been in partnership with 25 Local NGOs in implementing projects. These local NGOs dispersed in five provinces of Indonesia in Sumatera: (1) Aceh; (2) North Sumatera; (3) West Sumatera; (4) South Sumatera and (5) Lampung.

 

The NGOs are the institutions that are responsible for carrying out social mobilization and facilitating community self help groups (SHG). A triadic model partnership will exist between the NGOs, SHG, and the Heifer Indonesia office.  The Heifer Indonesia is committed to support NGOs capacity building so they can effectively deliver project implementation.

 

Analysis of current Indonesian NGOs has shown that there are needs for improving NGOs’ capacity for program effectiveness.

 

Opportunities for Assistance

In order to expand the impact of Heifer Indonesia’s programs there needs to be more capacity building and effective partnerships with local NGOs.

 

Both potential and existing PPs and staff will be trained in values based holistic community development, Self Help Group (SHG) Management, Saving and Credit Scheme of SHG, strengthening of SHG, Reinforcing Cornerstones, Values-based visioning and planning by SHGs, Appreciative Enquiry, Proposal Development, PSRP and exchange visits.

 

This project will also provide opportunities for more effective identification and selection of project partners. Potential project partners will be trained in Heifer’s Cornerstone and values based holistic development model. Existing project partners will also have opportunities to improve their capacity.
