Program Rationale – Local Conditions & Opportunities for Assistance

Local Condition

Based on BPS and Village Monograph, In 2005, the number of BLT (cash assistance scheme) beneficiaries in Karang Gading village is 1.582 families from 1.712 Families (92.4 %). This is the village with most BLT beneficiaries in Secanggang sub-district. From the total number of 1.712 families, 1.284 families (75%) worked as farmer, 342 (20%) as fisher and the rest are merchants.

The average of land ownership is low (it’s under 0, 5 ha) with non technical irrigation farming condition and 30% of the field is unoccupied as it was instructed by the sea

The minimum of land ownership as well as unfertile soil for cropping have significantly contributed to the decrease of family income. It forced the head of family (men) to leave the village to get a job. Consequently, women must work (as farmer) to fulfil the family needs.

Based on the survey and interview, it’s mentioned that even though spouse and also children are working, it doesn’t change the family income. It’s still low (the average of family income is 250, 000 – 400, 000/ month). The impact is worse nutrition for family that influence family health. The ability of a family in schooling children is also low. Generally the level of education is just up to elementary school.
